International Efforts
In order for climate change to be realized, McCain believes the international community must be involved. The US needs to lead by example if it wants to engage it. This means America must show the world that it is doing everything it can to effectuate change. To do this, McCain believes that the US needs an active and involved president to lead UN negotiations. It also needs to be the global leader in innovative technology, capture the market on low-carbon energy production and be first in exporting these technologies to developing countries. This means government incentives that foster partnerships between companies creating clean technologies and companies that distribute those technologies to developing countries.
Agreements also need to be reached with India and China, and incentives need to be extended to them, as well.
Climate Change Adaptation Plan
Mitigating the damage from greenhouse gas emissions is the first step, but adapting is the biggest step. McCain plans to implement an adaptation plan that will be based on national and regional scientific assessments of the impacts of climate change. The plan will focus on implementing adaptation at the local level, where most impacts are manifested. McCain’s plan will be comprehensive and address the full range of issues facing climate change: infrastructure, ecosystems, resource planning and emergency preparation.
